Use an electric or hand mixer to mix the milk, egg, oil, sugar, and vanilla in one bowl. In a different bowl, mix the cinnamon, salt, flour, and baking powder.

Slowly add flour to milk. After each addition, stir to avoid clumping. Add chocolate chips.

Heat a nonstick skillet or griddle on medium. Ladle or measure 1/4 cup batter onto the hot pan or griddle. Flip the pancake when air bubbles appear and cook until golden.

Do it again with the rest of the batter, making sure to stir it well so that the chocolate chunks don't sink.

To make tres leches syrup, put all of the ingredients in a medium-sized pot and stir them around a lot as you heat them until they boil. Stir it around as it boils for two to three minutes to make it thicker.

It will keep getting thicker after you take it off the heat and let it cool. After adding the sauce to the pancakes, you can choose what to put on top of them.
